For eBay Sellers

eBay has rules for stock held in a U.S. warehouse: what each one requires, and who does what.

What changes when your stock is in the U.S.

A U.S. item location

The item is in our warehouse, so the location on your listing is accurate. The address is 2807 Arthur Kill Road, Staten Island, NY 10309.

Orders ship within the U.S.

Your orders do not cross a border on the way to your buyer. Choose a handling time that matches our order cutoff.

A U.S. address for returns

Buyers send returns to our warehouse. We inspect each one and follow your instructions.

The rules at a glance

Rule Who it applies to Since What it means
The item location must be accurate Our guide eBay’s page Every seller Current policy The listing shows the postal code, city and country where the item is, and the tracking number must match that location.
Approval to ship from a warehouse in another country Our guide eBay’s page Sellers registered in the countries eBay lists April 1, 2025, for new sellers. July 15, 2025, for India, Israel, Ukraine, Türkiye and Singapore. New sellers apply to eBay for approval. Existing accounts with a good history of selling this way may continue.
Value limit for items shipped to the U.S. Our guide eBay’s page Sellers registered in the listed countries who do not have a dedicated eBay account manager August 27, 2025 Items valued at $500 or more, shipping fee included, need a further approval from eBay before they can be listed for shipping to the United States. eBay calls it “additional seller enablement.” Its page does not say whether this covers stock that is already in the U.S., so check with eBay.
Returns when your return address is abroad Our guide eBay’s page Sellers who ship from within the U.S. and whose return address is outside the U.S. November 3, 2025 You provide one of three things: a return address in the U.S., a prepaid return label, or a partial or full refund without asking for the item back.
No dropshipping from another retailer Our guide eBay’s page Every seller Current policy Fulfilling from a wholesale supplier is allowed. Listing an item and then buying it from another retailer or marketplace that ships it to your buyer is not.

Who does what

Our part and your part, task by task.

  1. Item location

    We
Keep the item at one address until it ships.
    You
Enter that address as the item location on every listing that sells this stock.
  2. Shipping on time

    We
Pick, pack and hand the parcel to the carrier, from the address in the listing.
    You
Choose a handling time that matches our order cutoff.
  3. Tracking

    We
Record the tracking number for each order.
    You
Check that tracking appears on the order in eBay within your handling time.
  4. Returns

    We
Receive and inspect the returned item, then restock, hold, forward or dispose of it as you instruct.
    You
Answer the buyer and decide the refund. Choose the return option you offer.
  5. eBay approval

    We
Confirm our address and the stock we hold for you in writing, if eBay asks.
    You
Apply to eBay and keep your account in good standing.
  6. Import and customs

    We
Take delivery after the goods have cleared customs.
    You
As importer of record, clear the goods and pay the duties, normally through a licensed customs broker.
