International Sellers

If you sell from outside the U.S., you can keep your stock with us. Here is the route from your supplier to our warehouse, and who handles each step.

The route in five steps

  1. Quote and terms

You fill out the quote form. We reply with rates and written terms. If your eBay account is registered outside the U.S., check eBay’s approval rule before you ship stock.

  2. Transport and paperwork

You book the shipment with a carrier or freight forwarder and prepare the commercial invoice and packing list.

  3. U.S. customs

The importer of record files the customs entry and pays the duties. That is you, or a licensed customs broker acting for you.

  4. Delivery to our warehouse

The cleared shipment arrives. We count it against your packing list and shelve it.

  5. U.S. item location

From then on the item is in the U.S. Once eBay’s rules for your account are met, you list it with our address and we ship each order.

The importer handles customs and duties

Since August 29, 2025

No duty-free allowance for small commercial shipments

The United States has suspended the duty-free “de minimis” treatment of low-value shipments from every country, whether they travel by courier, freight or mail. On June 24, 2026, U.S. Customs and Border Protection (CBP) wrote the suspension into its regulations with no end date. A commercial shipment of any value now needs a customs entry and can owe duty.

U.S. law

The importer of record is the owner, the purchaser or their broker

Under U.S. law the customs entry is made by the owner or purchaser of the goods, or by a licensed customs broker they appoint. The importer is liable for the duties. A warehouse that only receives the goods is not the importer.

Since September 18, 2026

Our address is a delivery address, not your customs address

CBP voids importer records that list an address belonging to someone else, such as a freight forwarder or a customs broker. The importer’s record has to show the importer’s own address. Ask your broker how our address is entered for delivery.

Rules for importers based abroad are being tightened

An executive order directs the Department of Homeland Security to set stricter conditions for what the order defines as foreign importers of record. As of October 8, 2026, the detailed rules had not all been published. A licensed customs broker can tell you whether that definition covers you.

Your products

What duty you pay

Duty depends on what the product is (its tariff classification), what it is worth and where it was made. Where the product is stored afterward does not change the duty.

eBay rules that matter when you sell from abroad

Three rules to know before you list.

The main rules, with dates

What we need before your first shipment leaves

We check them against the delivery when it arrives.
